Hi David
I'm in European zone 8/9 and have often found it doesn't matter what time of year I sow. I usually sow indoors anyway and the only plant which may flower later than normal is Matthiola which is more of an early summer sown plant.
Sowing outside would be a little late right now but under cover shouldn't be a problem.
