Message: cannot display the web page

I have 2 diff. sites I have frequently gone to but for the past 2 days I get that message and the site shuts down and I am left w/ a page asking if I want to diagnose the problem. I click OK and all I get is another message reading all connections are ok.
Is this a virus or what?
