This tree has been in place for 4 years, has grown very well and looks healthy. We've never noticed sap running before this year. It's mostly coming from base of the branches at the trunk, but not all of them.

Is this normal?

That doesn't look normal to me. If you look closely, can you see any critters? My guess would be something is doing that to your tree. Other with more expertise may be able to ID what it is.
