yellow spots on my citrus tree

I noticed these spots on my tree after my neighbor showed me his. It was in pretty bad shape. My young tree has about 8 leaves that are affected and would like to nip this in the bud. Please help

I believe you're right. Before the artic blast I drenched it with pesticide and it didn't help so I knew it wasn't bugs.
