How to Copy Home Movie to PC?

I just recorded all my home movies from mini-cassette to DVD using my DVD Recorder connected to my TV. I want to upload the home movies to my computer, but my PC says I don't have a DVD decoder installed to read my home movies DVD. I don't have any problem reading any other DVDs, like store-bought movies.

I've installed WinX HD Video Converter Deluxe which is supposed to do that, but I still get a message that says it can't read this format.

The files are saved on DVD as Video_TS.VOB, Video_TS.BUP, and Video_TS.IFO. What do I need to read these? Is there a free converter online that would help me? I wanted to send these videos to my son in Ireland, but mail is unreliable. If I can get them on my PC, I get email them to him.
