Beetle or seasonal

I believe this evergreen is dying due to beetle infestation. The rusting goes from the trunk out up the middle of the tree.
I hope the rusting kneedles are just seasonal die-off.
Can anyone give me a clue?

Not seasonal. Seasonal would be evenly distributed around the whole tree.

Rocky Mts Douglas-fir Pseudotsuga menziesii subsp. glauca.

It'll be one of the two needlecast diseases to which this tree is very prone (or maybe both!!).

Not lost, but it'll likely be rather thin-looking from premature leaf loss in many years. Infection usually starts when the trees are around this sort of size or a little smaller - apparently first infection is often at the time of first heavy cone crop production, as the immature cones offer easy entry to the fungus spores. Occasionally there's be years with less infection and the foliage will thicken up again, only to be hit again a year or two later.

The arborist is due in anhour. There are2 other evergreens next to this one. I will need to know if all need to be treated, or what.
Your advise is helpfull so the arborists recomendation wont come as a shock.

Thanks so much for the responses.
The tree guy noticed mulching a bit heavy and said the yellowing kneedles was a seasonal dropping.
They will shallow root feed to compensate for the overmulch.
There are 3 Douglas Firs there that provide privacy as well as a wind shield in winter. I just couldnt loose them.

I am greatful for the advise.
I needed the arborist for another job. He comes with the Tree and Landscape company I use. I wanted a garden edging project done.
His company is also treating for Scotch Pine Beetle.

Yours is Norway Spruce, different tree. The brown there looks to be just old inner foliage dying off, which is normal.
