Looks like dried mud on the cones of my coneflowers

Just noticed this a few days ago. I know it isn't mud but couldn't find any info from google that matched what I am seeing. Petals and other foliage looks ok but cones look like they were sitting in mud and it dried in little clumps. Beginning gardener so any help would be appreciated.
