error code 19 for cd/dvd drive

A few months ago, I did a comlplete restore on this computer (Dell insipron 530) that is not even 2 years old yet. I have windows 64 bit vista. Now my cd/dvd drive will not work. Thanks to Microsoft, I now have to pay for support!!!
Anyway, I have been to every forum I can find, and none of the solutions are helping, I have have run through the Mr fix it, unplugged, cleaned, plugged back in, uninsatlled, and nothing seems to work.
If anyone can tell me how to get my cd/dvd drive working again, I would really appreciate it.

This is what it says in device manager.

TS-H654F error code 19
