help for newby community garden mosaic prodject please

Hi folks
I would be greatful for any advice - I am creating a 4ft circular outdoor mosaic which will be layed in the middle of a patio (flag stones and paving). The mosaic will have a pole in the middle (this will be for an outside parasol/umbrella) which will be in place before I start the mosaic, but I am now confused about which will be the best way to lay my mosaic.

I am thinking that I need to instruct the builders to leave a sunken concreted circle shape in the patio and then fill this with bonding morta to press the tiles/stones/marbles in to. Then grout and seal. Would this work???
