White specs on leaves HELP

Hello all,
I am concerned about the white specs on the leaves of my plants. So far it is not causing any problems but I am not sure if it is a bug, fungus or nothing to be concerned about. Anyone have any insight on this?
If you look at the photo in full res you will see the white specs.

I doubt if it's due to bugs: they generally eat the leaves/flowers/etc.

Could it be spray drift?

No I don't think so. When I touch the white specs it seems to have the consistency of a powder.

Could it be coming from nearby trees?

If the leaves aren't damaged, and they don't appear to show any damage, I really wouldn't worry. You might want to give them a shower in the morning.

Do you have any cottonwood trees around? It's definitely cotton fluff season around here.

Cottonwood is a possibility as there are some a few blocks away.
I will give them a good shower this morning and keep my eyes open for any sign of insect damage.
