The new tips of all the branches wilt and then die.The leaves are small and distorted. It looks like herbicide damage but nothing else in that garden bed is affected so I've ruled that out. Some even look like fire blight, but I've been told that elderberries don't get fire blight.
The flower bunches are small.
I haven't a clue as to what is going on. Can anyone hlep me?

i believe you posted the wrong link, cj.
i think you should try a drench of liquid fertilizer complete with micros. sometimes i'll have a plant that seems stunted or similar to what you describe and it needs something weird like boron or another micro to get it going.
