resizing pictures?

Sometimes it takes a few minutes to upload my pics to the garden forums. Is there a way to resize them to make them "fly quicker" I tried one suggestion from a fellow forum member and it would always go to paint and I could get no farther
Here are the instructions
Highlight picture
right click
On drop down click edit
Resize
600x800
apply
x out and say yes to save
When I get my drop down and click edit it goes to paint and I get no more instructions.
I couldn't get it to work so just went back to waiting 3 or 4 minutes for each picture to load.
