Your name gave me the idea that you are the right person to help me.
I was told that the yellow bignonias that you see in the picture are shrubs. But, as you can see, they seem like they are growing to be tall as trees.
Can I just bonzai them to the height of the bamboo-cast rustic cement fence behind them and still expect them to flower?

Looks like Tecoma stans. Can you show close-ups of the flowers and leaves?
Tecoma trains into a hedge very nicely and flowers nearly year round. New plants can easily be started from cuttings.
If you wanted to cover or line the fence more, you can take cuttings that are semi-ripe (just becoming woody) and then place more plants which will make a more solid hedge, and more flowers.
