Security Tool Virus - can't open EXE's.

OK, we've got this virus/malware thing on our laptop.... it seems it has locked all my .exe files.
I can not get into anything... msconfig, regedit, nothing.

I read on Bleeping computers to download this "kill" program, and i can't even open that.

I have malwarebytes, which bleepingcomputers said to use... but obviously can't open it.

I can't stop it from running, F8 Safemode -- can't get that to work either... i get the blue screen that says Windows did not shut down properly.

Seems i'm SOL on this... any ideas?? I can;t think of what else to do.
