Strangles vaccine question

Had a new vet tech in town today tell me it was optional for senior horses such as Ransom (20) and Romeo (15) to get strangles vaccines annually. "They have probably gotten a dose for it every year, so why put their bodies through a compromised immune system when they've been titred for it"
