Sooty Mold on Carolina Jessamine

Landscapers planted Carolina Jessamine a round the back corner of my pond, which is backed up to a corner of my house which is brick. This was about 7 years ago. It has what I assume to be a severe case of Sooty mold. All around the lower parts are black, leaves and stems also the brick on the house. If I cut this back to the ground, can I get ride of this problem and what can I safely use to clean all the black stuff off the brick and surrounding areas. Remember the is a round my fish pond?

If this is around a fish pond, there's not much you can do except spray with water - use a pressure nozzle.
Yes, you can cut it back and that will get rid of a lot of the sucking insects that are causing the sooty mold. And in your zone, the winter should help a lot too.
Some of the insects will no doubt survive, so watch closely next year for first signs and act quickly.
