The neighbor has a pile of cow manure from this year. They said we can have all we want. Can we put that on the garden and till it in now and be able to plant next spring?

You could till it in now, as long as you don't try to plant anything in the bed for several months--it'll be too "hot" and would burn plantings.
The other option is to let it sit in its own compost heap until Spring.

Loon - fresh cow manure can also contain lots of weed seeds, so that's another reason for composting it first.
