My mother in-law has a shrub that I dont know what it is, variegated about 4 foot high.
It is starting to die off. The leaves has this white and brown stuff on them. Not sure what it is and how to treat it.

These could be scale insects (Hemiptera/Sternorrhyncha: Diaspididae). You might try first applying an insecticidal soap or horticultural oil formulation, and if that fails to effect control, try a systemic insecticide that you apply to the soil that the plant then takes up internally.
