Using old plates to create a treasure

Hello Everyone,

A customer brought me a gift today that she made.

She glued a plate to a block of wood, then glued a smaller plate inside the first plate and then a small tulip shaped bowl to the center. I assume all the materials except for the wood were either glass or china. The wood had a hole drilled in it so the entire thing can be stuck on a rebar fence post ... small one like they use for electric fencing.

The effect was a cute "flower" for the garden.

Does anyone know what kind of "glue" I'd have to use, to make the bond permanent and weather proof.

I want to try and make one myself. I'm thinking this would be a cute winter project, and something I can donate to our Daylily Club's spring banquet. Not to mention, I would like a few more myself. ;)
