what is wrong with my honeysuckle?

Hope someone can help me with this. It has a white shiny crystals on it, and the new growth and new leaves are all wilting.

last pic, maybe a late frost? The crystals do not stick, and can be blown off, for the most part. Also, the stems seem to be red, rather than green where the wilting occurs.
