I was out doing some weeding this morning and found this..Anyone tell me what it is and how to get rid of it? Thank you

It looks like some type of mold, possibly growing in mulch/leaf litter. Happens sometimes with bark mulches when it rains a lot. When I see it here...not anytime recently cuz we haven't had much rain, I just scrape it out of the bed and add some fresh mulch. At the very least, scrape it away from the base of the plant to help prevent rot.
thank you themoonhowl..However I don't have mulch on it yet I was just weeding so I can lay some down. I had sprinkled some plant food around all my plants could that be it? I will however just scrape it away thank you so much for the advice
Perhaps the plant food "fed" a mold or fungus in the soil. You may have to use a fungicide if it returns, but scraping it away would seem advisable at this point. You are welcome, hope it works.
