Black Eyed Susan - something wrong with them...

My SIL's black eye susan's are looking pretty bad. The new leaves are curly, deformed, with black/brown and disintegrating patches...the brand new flower buds are ruined too. I don't have a pic, but she has three plants all right in the same grouping that look like this.

Are they susceptible to some kind of disease? Could it be a fungus of some sort? She has coneflowers a few feet down that look fine. We are in the northeast, and have had NOTHING but rain for weeks now, things just do not get a chance to dry out.

Is anyone familiar with this happening to these types of plants? Should she just remove the damaged leaves/buds and spray with a fungicide?
