They look like coneflowers to me. I was thinking possibly rudbeckia also, but the foliage looks more like coneflowers.
It's definitely not a coneflower if you mean Echinacea. It looks more like a Rudbeckia of some sort.
It looks like prairie coneflowers, but they're not actually echinaceas or rudbeckias but ratibida pinnata.
