Lady Margaret not blooming much

I think it may be all the rain we've had, cause she sure is growing...just not a lot of blooms. I figured fertilizer, and was going to use bloom buster ( not what it's called but something similar with a very high 32 middle number)..but figured I'd check w/ the experts first.
My Calico Pipevine on the other had has about 18 buds in various stages on it.

I think you hit it...it's the rain...when it dries out it will start blooming...especially if it's in a lot of sun

Do you think I should fertilize it? Or leave it alone for awhile. It's in full sun all day.

As long as it's already wet might not hurt...
I find though, that left alone it does fine..neglect will result in blooms
