I can see two pests here...aphids (green stuff) and the white stuff...what is it?

The white stuff looks like it might be the aphid skin casts. Not positive but it does look like it.

I agree with upforachallenge. Those are the shed "skins" of aphids when they outgrow their old exoskeleton and move out.
