Perhaps Green Giant Arborvitae would work for you. It grows fast, is evergreen, and does not drop leaves. They grow in almost any sort of soil, are drought resistant, and are generally not fazed by freezing temperatures. I am in the deep south, and these trees also handle our heat and humidity well. A problem may be that it can get 50' tall and 15' wide when mature. An alternative is one of the medium-size Arborvitae, staying 15-25' tall.

The trees you see are 2 1/2 years old. They were approximately 8' tall and 4' wide when planted and they are now 15' tall and 6' wide.
