Garden Pests and Diseases: Leaves on Joe Pye Weed and Black&Blue Salvia being eaten by?, 1 by pyromomma

Monarda in same pot as Salvia also eaten, but not as bad.

Holes are both from the edges in and from the middle of the leaf. Ribs are left.

Tried slug bait, just went out at night and tried to see who it is, no luck.

Nothing on the bottom of the leaves, just massive holes.

No evidence of frass, webs, or tunnels.

Ideas? Help?
