The 'arrowhead' leaves are less than a couple of centimetres across, so you can see the flowers are tiny. But they grow massed together and often cover quite an area of water. I assume they have a bulb that they shoot from when they become flooded.

18 February 2009 Found what I think this one is - Nymphoides minima.
