I don't know if that is against the law or not, but usually they want rid of non-native plants unless they have some historical significance to the site. Also, if there was an abundance of seeds, it wouldn't be beneath me to take a couple. This year, I have acquired a century plant pup (non-native), two jade plant cuttings (non-native) and some seeds of California wild rose. O.K. I admit. I'm lawless. ;-) Tigpie, the Santa Monica Mountains are more like the coast ranges, kind of like Big Sur but a little drier. April and May are the big wildflower months here. Cloudy but decent weather.
