Weeds can fly over from neighboring lands. The mulch/pinestraw helps keep weeds from spring up from your own ground. But if you have neighbors who don't take care of their lands, their seeds can land on top of your mulch and start growing. I put up a privacy fence to help with that issue. My neighbors have vacant lots that they mow infrequently, so their weed seeds were a constant battle. Since putting up the fence, it is not as much a problem.

I haven't used Preen but I keep threatening to. I've been focusing instead on covering every inch of my property with the plants I want to keep weeds from really having a chance to grow. In beds that are crowded, I don't have many weeds to contend with. But in new beds that I haven't filled yet, I still get weeds.
