Both plants are covered in slime trails and the flower stalks that have now risen are seriously munched by some mollusc or other. Slugs I guess so I can't help thinking the curling of the young leaves around the emerging flowers was some kind of effect from them; maybe from their munching but perhaps something like the adhesive effect of the slime as the leaves emerged. Their is no directional influence as you might expect from a herbicide and it doesn'tlook to me like a virus
