Garden Pests and Diseases: Is this frost damage or some sort of fungal infection?, 0 by tinyhibiscus

So I live the North where there was a cold snap a few weeks ago, where night temperatures dropped below freezing again. I was away on business so I don\'t actually know if there was frost in the garden. I returned a couple of days later to find a whitish thing developing on some of the leaves, on quite a few plants. Could they be frost damage, or is this some sort of fungal thing? (I\'ve never seen frost damage before as I\'ve just moved to the North!)
